This U.S. Industry comprises establishments primarily engaged in conducting research and experimental development (except biotechnology research and experimental development) in the physical, engineering, and life sciences, such as agriculture, electronics, environmental, biology, botany, computers, chemistry, food, fisheries, forests, geology, health, mathematics, medicine, oceanography, pharmacy, physics, veterinary and other allied subjects.

The size standard associated with NAICS 541712 is 500 employees (effective November 5, 2010), which means that a company, including its affiliates, would be considered a "small business" if their average number of employees does not exceed 1,000 for each of the pay periods for the preceding completed 12 calendar months.

Total reported spending under NAICS 541712 for the period of Fiscal Year 2009 (FY09) through Fiscal Year 2013 (FY13) was $60.1 billion. Current FY13 reported spending is $2.7 billion for services under NAICS 541712. The chart below illustrates the reported** spending by year for FY09 through FY13.

WHO ISSUES THE CONTRACTS?

The Air Force was the largest procurer for these services for the last five fiscal years (FY09 through FY13), with more than $10.7 billion in contract spending, comprising 17.86% of the market share for NAICS 541712. Two other agencies, the Army and the Navy, each topped $10 billion, with the top three agencies having a combined market share of over 50%. Five other agencies, the Missile Defense Agency, NASA, DISA, DARPA, and the NIH, exceeded $1 billion, making up over 40% of the market.

Bechtel Marine Propulsion Corporation achieved the top spot on the unrestricted competition list, with over $3.7 billion in contract dollars for FY09 to FY13 and more than 8% of market share. Six additional firms, The Aerospace, Lockheed Martin Corporation, Raytheon Systems, The Boeing Company, the California Institute of Technology, and Northrop Grumman Systems, exceeded $1 billion (combined 26% market share). Every other firm in the top 10, TRW, Raytheon Mediterrean System, and McDonnel Douglas, exceeded $800 million.

The combined contract spending for contracts awarded under "restricted competition," as outlined above, totaled over $6.7 billion for FY09 through FY13. EOIR Technologies Inc takes the top spot, with reported spending of over $484 million for this period, or over 7% of market share. Intelligent Software Solutions Inc, Fibertek Inc, Colsa Corporation, DMD LLC, and Femme Comp Incorporated all each exceeded $200 million.

HOW ARE THESE CONTRACTS PROCURED?

81% of contract spending reported for the FY09 through FY13 timeframe under NAICS 541712 used full and open (unrestricted aka "N/A") competition. This equated to over $49 billion. Small business set aside procurements accounted for 15% of the market, with almost $10 billion in spending. All other procurements with reported strategies were under $1 billion.

WHERE ARE THESE CONTRACTS PERFORMED?

These contracts are being performed across the United States with a reported spending for the FY09 through FY13 period of $60.1 billion.

The highest total of reported contract spending is reported for California, with $10.7 billion. Three additional states, Virginia, Alabama, and Pennsylvania, exceeded $5 billion. All six remaining states in the top 10, Maryland, Massachusetts, Arizona, Colorado, Texas, and New Jersey, exceeded $1 billion. The top 10 states make up 77% of the market share.
