opportunities over the several years; and from that, determine the specific
opportunities to pursue.
This week we are going to look at the "Other Scientific and Technical Consulting
Services" industry, as represented under NAICS 541690. To understand this NAICS

Who issues the contracts?
The Department of Energy is the largest buyer of services under NAICS 541690,
with almost $500 Million in contract spending during fiscal year 2004. This
equated to a 37% market share. They also held the largest market share during
the period of FY01 through FY03, with over 50%. The Department of Defense,
United States Army, and the Department of Health and Human Services round out
the top five. These five departments comprise almost 80% of NAICS 541690
spending in FY04 - over $1.3 Billion. The chart below illustrates spending for

Who wins the contracts?
The table below lists the top 20 Parent companies, including their
FY04 contract dollars as well as their market share. For comparison, a column is
included to show the change from the previous fiscal year. Several companies
changed their rank from one year to the next or were not even ranked in FY03.
There was quite a bit of shuffling from FY03 to FY04, though Bechtel National
Inc. retained their top spot, with a almost 38% of the market share in FY04 and
over $500 Million in contract dollars under this NAICS code -- over $400 Million
more than the next closest company. That $400 Million can be directly tied to
their Energy contract, the Management and Operation of the Nevada Test Site (NTS).
This contract is scheduled to expire next month, and award is expected to be
announced soon (see epipeline program code NTS M&O. Note, this follow-on
actually uses NAICS 561210, Facility Support Services, instead of NAICS 541690).
