Eye on "Educational Support Services," NAICS 611710
As the Business Development Manager responsible for creating the
business plan for your company, it can be very challenging to gain a perspective
of opportunities over the several years; and from that, determine the specific
opportunities to pursue.
This week we are going to look at the "Educational Support Services" industry,
as represented under NAICS 611710. Specifically, comparisons between Fiscal Year
2004 versus Fiscal Year 2003, asking:2

2. Who wins the contracts?
NAICS 611710 is used when the contract requires non-instructional services that
support educational processes or systems. The size standard associated with this
code is $6,000,000. This NAICS was previously represented by the Standard
Industrial Classification (SIC) codes of 8299 and 8748. These codes covered
several specific topics, as listed below:

Who issues the contracts?
The United States Army was the largest buyer of services under NAICS 611710,
with over $90 Million in contract spending during fiscal year 2004, which is
more than triple the Army's contract spending under this NAICS during FY03. The
Department of Education was the largest buyer under NAICS 611710 in FY03, with
over $106 Million, which was more than double their reported FY04.
The chart below illustrates spending for the top 5 agencies under NAICS 611710
for FY04 and the reported spending during the period of FY01 through FY03 for
those same five agencies. During FY04 these five agencies spent a combined
contract value of over $220 Million. The Department of Defense, the United
States Army, and the United States Air Force all increased their market share
from FY01-FY03 to FY04, whereas the Department of Education and the United
States Navy decreased spending.

Who wins the contracts?
The table below lists the top 25 Parent companies,
including their FY04 contract dollars as well as their market share. For
comparison, a column is included to show the change from the previous fiscal
year. There were significant changes from one year to the next. Several
companies changed their rank from one year to the next or were not even ranked
in FY03. 12 companies were in the top 25 from FY03, and 10 of those parent
companies were not in the top 99.
The top spot for FY04 is held by ASRC Airfield & Range Services (ASARS), a
subsidiary of Arctic Slope Regional Corporation. Their top ranking under this
NAICS is the result of a single contract with the Army for management, planning,
execution, communication, interpreter/translation, integration, enrollment and
training to teach basic security, patrolling and weaponry skills to high- and
mid-level officers and facility and patrol guards. This contract,
W911S0-04-C-0002, was awarded on a sole-source basis, and the work is performed
in Baghdad, Iraq.
